DepEd Baliwag Central North District Strengthens Inclusive Education Through Teacher Development

Inclusive education begins with empowered educators. As classrooms continue to become more diverse, teachers play a vital role in ensuring that every learner—regardless of ability, learning profile, or developmental needs—has equitable opportunities to learn, participate, and succeed. Building inclusive schools requires strong partnerships, continuous professional development, and a shared commitment to creating learning environments where every child belongs.

In support of this vision, ESL Philippines proudly collaborated with DepEd Baliwag Central North District in the successful conduct of the three-day professional development seminar, “Empowering Educators for a More Inclusive Future,” held from November 12–14. The initiative supports the broader commitment of the Department of Education – Schools Division Office of Baliwag, under the leadership of Schools Division Superintendent Ms. Marylin Samson, to strengthen inclusive and quality education across schools in the division.

The seminar brought together educators committed to strengthening inclusive teaching practices and enhancing their capacity to support diverse learners in their classrooms. It provided an opportunity for teachers to deepen their understanding of inclusive education, reflect on current classroom practices, and gain practical strategies that foster equitable, responsive, and learner-centered learning environments.

We were honored to have Dr. Raymond Raguindin of Big Steps Center for Special Education and Child Development Inc., one of our valued partners, serve as the keynote speaker. Drawing from his expertise in special education and child development, he shared evidence-informed approaches that empower educators to better support children with diverse learning needs, including learners with dyslexia, autism, and other developmental differences.

Professional development initiatives like this are essential in transforming inclusive education from policy into everyday classroom practice. When teachers are equipped with the knowledge, skills, and confidence to respond to learner diversity, they create classrooms where every child is welcomed, supported, challenged, and given the opportunity to succeed.

This collaboration reflects the shared commitment of educators, school leaders, government institutions, and advocacy organizations to building a more inclusive educational system. Meaningful change happens when schools and communities work together to ensure that no learner is left behind.
